1980's Bill Blass Navy and White Striped Blouse.

She buttons up the back and offers a fab attached scarf you can wear any way you want.

The fabric appears to be a heavy silk or perhaps a blend with no stains. 

Shoulder to shoulder 16", bust 38", sleeve 22", waist 40", hips 42". Attached scarf measures 5x46".
